X and Meta Questioned Over Need for Deepfake Regulation
Senators from New York and Minnesota have expressed concerns over the impact of AI-generated political ads on the upcoming elections in 2024.

Democratic members of Congress, Senators Yvette Clarke of New York and Amy Klobuchar of Minnesota, have sent letters to X CEO Linda Yaccarino and Meta CEO Mark Zuckerberg over concerns about AI-generated political advertisements on their respective platforms. They have asked for explanations on what rules the platforms are using to minimize the impact on elections.
Popular platforms such as Facebook, Instagram, and X do not have any measures in place currently for users to distinguish between legitimate and deepfake content. On the other hand, Google has already announced that it would label any deceptive AI-generated political content from November onwards, raising concerns about why other platforms are not following suit.
Concerns over AI-driven deepfake content are not new. Several political figures worldwide have been targeted by AI-generated deepfake content in recent months, including U.K. Prime Minister Rishi Sunak, Ukrainian President Volodymyr Zelenskyy, Donald Trump, and Joe Biden, among others.

To regulate AI-powered advertisements, Senator Clarke introduced a House bill earlier this year, proposing to make disclaimers on election advertisements with AI-generated videos or images. Another bill by Democratic and Republican senators has proposed banning deepfakes related to federal candidates in case of material inaccuracies, except for satires and parodies.
The Federal Election Commission also started a process to regulate AI deepfakes in political ads in August. The movement to regulate AI content will likely significantly impact how artificial intelligence is developed and used across domains for the foreseeable future.
